Used Fountain Object, Antique

I used this at my shop over 20 years ago. At that time, it was set up to circulate water automatically: water would come out of the mouth, fall, and then be drawn back up through a pipe at the back to come out of the mouth again.
I'm not sure how it's done, but I believe the mechanical parts at the back would need to be attached somehow. However, since I don't know how to do it, I can't say for sure if the circulation system can be set up.

As this is an older item, there are some minor scratches and a chip on the drip tray. Please check the photos.
