This appears to be a chuck for milling. I am not a professional and only bought it out of curiosity a long time ago. I don't know the details if you ask me. I purchased it at an auction over 10 years ago. Since I've had it, I've only disassembled and polished it. It moves smoothly enough to be turned with one finger. When I searched for it for this listing, similar types seem to cost around 300,000 yen.
