This is a tape dispenser (tape cutter) from Kolin Pencil.
As the manufacturer is no longer in business, this is a rare item that is difficult to obtain now.
It received the Good Design Award in the product design division in 1987 under the model number SUGATA-TD3, and the Good Design Long Life Design Award in 1998.
The design was handled by ANNO OFFICE Co., Ltd.
I purchased this about 30 years ago and kept it stored without using it.
