It is presumed to be fabric for an obi, but I am not knowledgeable about Japanese sewing, so I am unsure.
It has been stored rolled up for a long time.
The overall condition is poor, and it is intended for partial remakes.
There are many stains, spots, and color fading as shown in photo 2.
