These are inner frames that are placed over photos when displaying them in a frame, making the photos stand out.
They were custom-cut to the inner dimensions for each photo size at a shop called Gakubuchi no Kawachi (Kawachi Frames) and have been used once or twice each for art exhibitions.
There are no noticeable stains or scratches on the surface (from a personal perspective).
